But when the tax hit and more vapers find they can skirt it by DIY and black market, the states will catch on quick that they're missing out on revenue. I'd be willing to bet we'll see regulation of nicotine sales over state lines. That's the only way they can try to stop it. The FDA reg's are just the start, IMO.
