They usually are port cities and as such can be supplied with necessary supplies via sea. In fact they would have much more capacity to starve the heartland of necessary supplies by quarantine than be starved (except via naval blockade). Power generation & refined fuel supply in capacity to make a meaningful difference on the other hand is another story entirely. Take out power & refined fuel you take out access to refrigeration so famine causes civil breakdown & dog eat dog.
