Used to commute to on NJT to NYC every day was friendly with crew, often riding in cabs/engines, & I have been on 4 different trains that took out people. Horrible sound as you hear the parts hitting the undercarriage below your feet so I'm somewhat familiar.
Serves to shift the narrative & distract. Engine front wheels were off the track as it was. Emergency braking before impact makes derailment more likely. If the train had not slowed significantly before impact derailment & significant injuries to passengers would be probable.But, it's hardly conceivable a truck on the tracks would do much damage to passengers.
Any attempt to harm passengers by the suicidal method of driving a truck in front of a train is an inept attempt at best. Very poor chances of success. They would have had a better chance to wrap a chain around a section of track and use the truck to yank the track out, lol. Or otherwise try to derail the train at speed. A garbage truck isn't going to do it.
But, I suppose, if drivers do dumb shit, so can a really dumb would be assassin.

I tend to doubt that anyone that would be smart enough to know that the train carried congressmen, it's route and what time it pass the intersection would come up with the peabrained idea to drive a garbage truck in front of it.
