Sticky?

I keep seeing the term "sticky" used. What does that mean please?

There are some threads in sub-forums at the top, kind of highlighted in blue, with what looks like a thumbtack. "Sticky" note. Stuck. LOL Make sense?

Example: See how the top 2 threads are kind of light blue? Red thumbtack looking thing toward the right.
