Let my response be framed with a question to you starting out. Are you aware of the
Hegelian dialectic? It is often used outside of philosophy in another way.
Say you have a city block and four small mom and pop shops in that city block. Well you want to profit off these shops but don't want to own them really if you can help it.
Problem{So, you go hire some thugs to visit each of these shops say every Tuesday for a few months. These thugs can just show up, look menacing and startle off customers, maybe steal a couple hundred bucks of inventory, break stuff and make a mess.

Solution{On a Wednesday one month maybe three months of your thugs causing mayhem you show up all decked out in your finest business suit. You talk to these shop owners and mention you can insure that your thugs, but avoid mentioning they are your thugs, will not bother them any more. This insurance comes at a steep cost though. You need paid weekly, say 65% of net.

Profit{Eventually these shops realize they cannot keep playing your insurance game. They default and offer you their businesses. You move in and run everything fine because ultimately you can keep turning profit. Nobody can come in and muscle you out, you still got thugs on payroll.

It's the same with Narcan. Narcan is a solution to a problem the pharmaceutical companies have created. They hook folks on opioid medications, or have laws set up so that using the most potent and direct opioid is illegal. Tell children they cannot do something, what happens? Holds for adults as well. So, pharmaceutical companies are profiting off selling drugs to hook patients and street junkies on. Then, they also profit selling the "safety net" of Narcan.
Why educate people that using these medicines to mask pain is bad news? Do that and you lose profits, and educating them costs money to do anyway. Because if you educate them away from the dope you're selling at markup beyond belief, you'll need to educate them about holistic ways to ease pain. Nature doesn't want a vacuum and leaving folks out there hurting without relief/s would be a vacuum.

I'm not saying that pharmaceutical companies
are the only ones distributing dope. I know there are other distribution means that include individual producers, distributors that operate outside the law at any given. I do think though if the major pharmaceutical companies were brought to heel, there would be a lot less of a dope/drug problem.
You'll start seeing the Hegelian dialectic used in various alleged problems. It's used heavily in marketing for example. The main thing to watch is the shell reading "who profits/gains?" Keep your eye on that and you'll start to see how society gets ran, abused, left to rot. Those with gold make the golden rule to be cynical and jaded, honest.
If you still think government won't lie to the people, check out CBD products made from hemp. We got a thread about it here. There's tales of how CBD helps with all manner of ailments. I've found it helps me some. But, the government kept telling us "there's no medicinal value" in this. It's understandable to avoid the psychotropic effects of chamomile yet there's other effects to using chamomile. We still got fed lies.
