I'm thinking the same thing. Less nic and people will need to smoke more cigs to get the fix.
I remember years ago there was a 0 nicotine cigarette on the market in the U.S.
I can't remember the brand but I bought some and they did nothing for my nic craving.
I smoked that whole pack in less than a day.
