She wasn't even charging. No battery was involved. Just left the charger plugged to the USB with nothing on it.

Is it mean or do these charger fires seem to only happen over in England?! Isn't this like the 3rd or 4th one in England that has been posted up on the net now?!?

Pure irresponsible behaviour - some also leave them hanging from the wall socket overnight whilst charging - there are loads of pro-active steps to take to prevent mis haps like this - crikey man, the media is running with this...
