Entirely plausible theory. I've met my share of dual-users. Anecdotal evidence gathered from personal experience suggests they're far fewer in number than those that use vaping to quit completely, but so far as I know there are no solid numbers on who uses e-cigs or why.I think for many e cigs do keep smokers smoking. Rather than just quit, they vape where they can't smoke and continue smoking when they can...

They just buy generic/black market/roll your own or smoke less.
The price of cigarettes rose the most dramatically in the united states between 2005 and 2010 when they more than doubled in cost.
The rise in quitting occurred from 2011 to 2015 at the exact time the rise in vaping occurred.
Don't let Tobacco control trick you into believing that vaping didn't play a major role in the reduction in smoking over the last decade.
