The IC's are actually made using a printing method and have things mounted on/in them as well, well some do. Photo etching, etc...
But yes Integrated Circuits are mounted on Printed circuit boards.

The batteries are used in flashlights, laptops, electric cars and more. They would have a hard time banning batteries, and even if they did, a 4.2v or 8.4 volt power supply could be used. The real risk is to the nicotine and those nice regulated mods, and nice tanks and coils. Mainly the nicotine base. There is a reason I have over 100 mods, over 200 tanks, and over 2000 coils, 4.5 liters of 100mg/ml base nicotine and around 150 125ml of store bought juice and 1.5 liters of homemade juice. I am like a 63 year old boy scout. I be prepared.Yeah, the Chinese vendors seem to always label stuff as something else, which is good.
I can think of a dozen ways they can make it impossible to vape nicotine legally (without a prescription). If I can think of them, they can certainly think of them too. The only way to stop them from doing that is to stop them from wanting to do it. Which means, it will have to become more politically expedient to support it and or more politically damaging to oppose it.
As long as there are hundreds of billions of dollars on the line, they will not think twice about banning liquid nicotine in all it's forms and banning for private use the batteries we use. Including internals and lipos where there is a reasonable expectation that they will be used for vaping.
