Yes, it will be if the number of batteries is the same and the choice of batteries used is also the same. Regulated mods are limited by the maximum wattage that they can output, i.e. the maximum power output that a regulated mod can attain is simply a design choice made by the designer of the regulated mod in question (and it doesn't necessarily always go as high as the number that is advertised by the manufacturer of the mod). In addition, the efficiency of the board inside a regulated mod also plays a part. DNA mods are often thought to be extremely efficient because DNA boards tend to be advertised by the manufacturer (Evolv) as having an efficiency that can be as high as 97% efficiency. However, in practice it really doesn't live up to those kinds of expectations. Some of advanced regulated mods offer a menu option to switch the mod to mech-like behavior mode, in which case they will try to, after you switch them to this mode, mimic how a mech vapes whilst still usually (but certainly not always) keeping the built-in safety features enabled and active.
With a mech (any mech) the power is limited by what's known as the voltage drop of the mod. It is a loss in voltage that's due to the combined resistance of the electric circuit of the mech, vastly determined by the various contacts such as the firing switch mechanism and the screw threads, the condition that they are in, the cleanliness, the quality of the design and the machining/construction thereof, and, if something is not quite up to snuff with said quality related factors, then it will be highly possible that the metal type that the individual parts are made of also plays a noticeable part. But Mooch, in his "Minding Your Mechs" episodes on YouTube, has presented overwhelming evidence to show that anyone who chooses to believe that a copper mech will always hit harder than the brass counterpart or that a well-built, clean, solid silver one hits harder than any copper tube, is believing in fairies. So, assuming that you only buy the good stuff (including batteries), yeah, more power is on the horizon if you have the capacity and willingness to learn about mech performance and how different coil builds perform differently especially on the mech, learn about battery performance, and of course safety. But... seeing as your interested in high wattage vaping is so vested, why don't you buy the type of RDA and regulated mod combination/setup that's specifically designed to make a formidable cloud and dig deep into the pudding in search for real proof instead of creating more new forum topics than vapor?
