I saw a kangertech subtank coil at .15 ohms and the recommended out put was under 40 watts. What set up requires 60-100? Also are all drippers essentially the same, build quality, design and venting are the difference? ( could a cheap dripper handle .15, .05).

Sounds like you were looking at a temp control coil head. The kanger sub tank is probably not gonna handle the 60-100 watt range no matter what coil head you use or what build you put in the rba head. Most rda's could handle that power range just fine if they're setup right.
The Smok TFV4 can handle that amount of power, depending on which heads your using.
