CASAA's page for this doesn't seem to be quite ready for prime time on this. I tried to send e-mails; gave then my contact info as always, and got the error:

"We were unable to find recipients matching this address for the targets of this engagement. Please verify your address is correct if you believe this to be in error."

OK, the problem seems to be that it's only set up to handle correspondence from constituents of the members of the House Appropriations committee. They are listed here:

Damn, that's weird. I coulda sworn that my Congressman was on the appropriations committee, but I don't see GA at all.
