His comment, "the pervasive hyper-regulation of e-cigs at the state and local level has a lot to do with cigarette excise taxes propping up local budgets" reminded me of this article. I was shocked to find that the states were even more greedy than I thought, and I thought they were extremely greedy before I read it. It made me wonder what the states would do if BT just stopped making the payments. The tobacco MSA was based on the money being needed to cover the health impact to the population. Clearly, it is not being used that way. Doesn't that mean that the states are in violation of the agreement?
