No, they're just teasing us with the prospect of a few crumbs of freedom.
Honestly, I'm not sure whether we should be supporting this or not.
It codifies most of the Deeming into statutory law. If it passes, the argument in various suits regarding Congressional intent in the Tobacco Control Act will be nullified.
It requires the FDA to develop standards for flavors. Guess where that's likely to go? You can have any flavor you want as long as it's tobacco, and maybe menthol.
It requires the FDA to develop standards for batteries, an area the FDA has zero expertise in.
The last two items allow the FDA to kill off most of the products that one would think were grandfathered.
