In my opinion it looks like that battery is not charged or is bad because the device reboots when you try to fire it. Or at least that is what I guessing from watching the video. Did you try that battery in another MOD? One other thing is I have never seen a battery wrapped like that. I am not a battery expert and do do play one on the Internet!

I have a nitecore 2bay charger and its 97%, I have tried it in a mech mod and it worked fine.

Where did you get the battery from? I wish I could be more help and I am trying to think of someone to tag but it is a Holiday Eve so many are going to be traveling or have left already.
