Collins, who has a Ph.D. in organic chemistry, told the City Council that smoking one small cartridge of flavored nicotine oil is the equivalent of smoking a pack of cigarettes.

Can a person's Ph.D. be revoked? Anyone who's taken high-school chemistry should know that you can't have smoke without combustion and that neither glycerol nor propylene glycol are "oil".

I'd go even further and say the school that gave Collins her degree needs to have their accreditation pulled. If their organic chemistry classes are teaching that glycols are oils, and that turning a liquid into a gas equals combustion, they're doing it wrong.
