the charger was working fine, then the last few days it would take a few seconds to show charging. And now it won’t charge them at all. The lights stay blue, but when I unplug the charger 2 of the 4 lights change to white as if there are batteries charging when there are no batteries in place.

How long have you have the charger ? I have the same one in shop and at home and I've noticed the one I have at home does something similar, but the cord on mine is kinda bent. So I'm thinking maybe it's the cord on yours too, if not just the whole charger.
I wouldn't risk it and get a new charger
