SO......let me see if I understand this right.....the state needs more money and so smokers and vapers are supposed to just pay he bill...because why....they are a minority that don't have the political clout...and that they can be robbed with impunity.

Not going to happen because there would be too many people opposed.

@pulsevape has it nailed. Tax the shit out of smokers & vapers 'cause there's not enough of them to vote you out. Ditto with "rich" people -- but avoid the ones that are really rich, 'cause they have political clout beyond just their votes.
