AN ACT concerning health.

Be it enacted by the People of the State of Illinois,
represented in the General Assembly:


Section 1. Short title. This Act may be cited as the
Flavored Tobacco Ban Act.

Section 5. Definitions. In this Act:
"Alternative nicotine product" means a product or device
not consisting of or containing tobacco that provides for the
ingestion into the body of nicotine, whether by chewing,
smoking, absorbing, dissolving, inhaling, snorting, sniffing,
or by any other means.
"Characterizing flavor" means a distinguishable taste or
aroma, other than the taste or aroma of tobacco, imparted by a
tobacco product or any byproduct produced by the tobacco
product. "Characterizing flavor" includes, but is not limited
to, tastes or aromas relating to any fruit, chocolate, vanilla,
honey, candy, cocoa, dessert, alcoholic beverage, mint,
wintergreen, herb, or spice. "Characterizing flavor" does not
include tastes or aromas relating to menthol. A tobacco product
does not have a characterizing flavor solely because of the use
of additives or flavorings or the provision of ingredient
information. Rather, it is the presence of a distinguishable
taste or aroma that constitutes a characterizing flavor.

Yeah, because flavored "tobacco" is Illinois' biggest problem.
