US consumers have a large allowance for any purchases made outside the US before duties are collected. In Canada our limits are far lower.

Last time I checked, US citizens can purchase items for personal use up to $800 outside the country before taxes and duties will be levied. In Canada, it's something like $80.

The key here is for personal use. If you buy 20 of the same thing, it's not likely for personal use.

Anyone in their right mind would be against it as it gives businesses the right to sue our governments if they pass any laws that affect profits for said businesses.
