They were talking about high enough nic levels to be instantly addicting.
I don't know about "Instant" but the High Nic levels sounds like Njoy, Vuse and the others owned by BT.

Uncle, believe this one.. the markten from altria is the highest in nic.. at 2.5% nic.. wow..
the vuse and njoy etc i think, are only 2% I did snag one of the vuse and markten, but hacked them both to add my own juice..
much better play on them now.. but wow they sure are nasty!!! they gave me yuck mouth
