fda against rebuildable tanks???

I heard this claim a few times now at few different shops in my town. That one reason they dont carry any or very many of the new RTA's or RDTA's (rebuildable tanks making your own coils etc.) is due to the FDA. Personally I think it's pure b.s. and just a choice shops are making in not carrying...
