Will Paypal cover non-delivery???

Ok after 100's and 100's of online transactions over the last 20 years I finally have my first no show. Bought a Squape on ebay. Was wondering where it was so I checked the tracking info. It is showing delivered last Saturday. Called the PO and spoke to the postmaster. She said they were gonna look and see if it got turned in. She also called my carrier who I also grabbed a the box a few minutes ago. She did not work Saturday. Sub day. But she is looking to see if anyone returns it in their box. So my question is even though it is showing delivered will Paypal do anything???

Sorry to hear that, I've never had that happen to me so I don't know for sure what tho tell you as far as Paypal, but in my experience, these kind of disputes have to be handled through the shipping company. Hopefully the shipper insured the package.

Keep us posted, as I use Paypal all the time and would like to know if they offer that type of buyer's protection.

You'd have to read PP's fine print but I do think I saw something in there about non-receipts of items, also on E-bays as well, have you asked E-bay what the story is?

I am pretty sure ebay will go by the tracking information. It is shown delivered so it is my word against the PO and carrier.

Ok I just went ahead and opened a case and contacted the seller. Let's see how this goes.

I've got a fair amount of experience with this problem from the selling side, 17 years worth. Basically, once the package is scanned "Delivered" the seller is completely off the hook. eBay views it is a problem between the buyer and the USPS, and it's entirely up to the buyer to work with the USPS to find the package. I think you can see why this is - anyone could just say they didn't receive their package and get paid off.

If you opened a case through eBay, all the seller needs to do is call eBay who will look at the tracking status and close the case immediately in the seller's favor. A lot of seller's don't realize they can do this, but I've done it many times.

That being said, sometimes eBay will decide to give the buyer a refund on their own dime as a part of their Money Back Guarantee policy. I've never been able to figure out what criteria eBay uses to decide who gets a refund and who doesn't but I recommend keeping all communication pleasant and stick to the facts.

Then there is the quality of your seller. I take mine on a case by case basis. If they start the communication with something like "Before I leave you a negative feedback" they get nothing from me. Otherwise I do everything I can to help them locate the package. Depending on circumstances I might even send a refund or replacement if all else fails.

@KatyLoo I know the seller is off the hook. Package was shipped and shown delivered. The only reason I opened the case is to see if by chance they insured the package. Didn't think so but it didn't hurt to try. This is the reply I received from the seller.

"Go to the post master and show him the tracking information. File a fraud claim with USPS to get your money back. We honestly are already selling this item at a loss. We cannot send you another one, I hope you understand. We apologize for the inconvenience."

Insurance only covers packages that are damaged or lost in transit. Once a package is marked Delivered, insurance coverage ends.

Go to USPS Customer Service https://www.usps.com/customer-service/customer-service.htm and navigate through all the menu options to fill out a Delayed Mail Report. Ask your seller to do the same thing.

Go back to the eBay case and whine and complain (in a nice way) that you are an innocent victim here and you should receive what you paid for.

You would be utterly amazed how many things showed up shortly after we called the local PO supervisor to complain we didn't get it.....not long later, our carrier changed so I think the one we had was trying to be slick but we were real quick to make phone calls.

Yep like WiSilverVape said - call the local postal inspector - for your town/county/region if you have to. File a complaint of non-receipt despite scanned delivery status. - http://faq.usps.com/adaptivedesktop/faq.jsp?ef=USPSFAQ&dest=EmailUs to file a complaint for non-delivery of a scanned item - choose: no delivery/no attempt>I did not receive a specific Item>continue> then wait a bit the form will come up and you have to fill out the info requested - sender address, your address type of package etc. - follow the steps and fill it out completely.

You can also do this: https://postalinspectors.uspis.gov/contactUs/filecomplaint.aspx - for mail theft - either out of your box, off your front porch, or in some cases by your sub mail carrier.

Sometimes local postmasters are dense and don't realize their regular carriers are the problem not the neighborhood the customers live in. Our one carrier was stealing packages between when I shipped them and when they got to the post office. Took over 500 complaints between myself and other victims of the carrier stealing packages between notification of shipment and actual scanning by the post office. So now I ship one day a week, take 10-20 packages to the post office in person, so I can confirm I watched them scan it all in.

I've personally never had this happen to me, but i do order a lot thing online and this could happen to any one. I'm really curious to your out come incase such a thing happens to me as well.

If it was marked as delivered, then the PO should be able to know where it was scanned at as delivered.

A month ago we got a new post woman, and she delivered my TOBH to the wrong street, the post office and even my wife went round to the house it was scanned as delivered too, the home owner swore they never got it. I actually felt bad for the home owner, as the post office said they would submit it to the police for a search warrant of the house for the mail 'stolen' by the home owner.

Well I guess the pressure got to the home owner, as that night, someone run up to our mail box and run away, I go outside and there is my TOBH in a plain white envelope with a note saying, our kid found this in the street, is this the package you was looking for? Well I don't believe that, I think they opened my package and was just scared to say they opened mail not addressed to them, and because of my wife and being told they could have their home searched, they better give it up.

It's my understanding that the USPS is only scanning with GPS coordinates on a limited basis right now. Sometime this year they are supposed to roll it out everywhere so when you go to their site to track a package, you'll also be able to see where it was delivered. They're still working out the kinks but it ought to solve a lot of these problems.

Well I went through the whole process of filing a claim with the USPS. A week went by and I hear nothing so I called. They said it was investigated and the carrier was almost sure they delivered it to my box. Yeah we already knew that. They said I could contact the Postal Inspector which I did. They wanted me to fill out a statement and all of this other nonsense. Before I did I asked flat out if there was anything they could do to get my money refunded. They said unless it was insured no. So WTF am I gonna even bother doing all of that for??? Serves no purpose to me.

So I went ahead and escalated it with ebay earlier today and just got notice a few minutes ago that I was being refunded my full purchase price.

Myself, I am getting ready to contact PayPal myself.

Granted it is concerning a piss ant order from FT for a $5 Kayfun Quartz Nano kit but it is over 30 days and a no show.

Been awhile since I have been a real prick so I want to keep in practice!

FT is not one to fight it so yes u should get the5 bucks. But there also good at taking pics to prove they send stuff out also. fT is good at refunding tho I would start a claim with them.

Lol we'll have at it then :) but I have waited 40 days for packages from them :) if I'm sticking with u tho file claim and u will get it back. I think they only charge if under 20 bucks unless it's a new thing.

I had an order that took 2 months to get to me. Fasttech filled the order quickly, took the picture of the package and then 3 weeks later the Chinese post office posted an electronic notification that they received the package. 2 weeks later they shipped it. 2 Weeks after that the USPS system said it was in SF ISC. It got the package 5 days after it hit the shores of the U.S.
