Which delivers more nicotine

Which delivers the most nicotine a tank or an rda? I get just as big of clouds with a tank. But does one give more nicotine then the other? It may be a dumb question. I dont know.

You should have a target amount of nic that meets your needs. As such, nic levels will vary with the hardware you choose. Clouds as such are not related, you have to tailor the nic. It should be fairly obvious when your nic levels are too high or low.

My rda and tank give the same amount of vapor. The lady at the vape store said tanks deliver more cause rdas r so hot they burn up some of the nicotine. Is that true?

Tanks can be just as hot as RDA's or not as hot depends on build, airflow, wattage, etc.
Too many variables for that lady's statement to always be true.

Indeed, if nicotine 'burns up', then how do cigarettes even work?
