Custom Regulated Mod Companies

Who are the best custom regulated mod builders you can buy from? Looking at DNA 250s mainly but would be interested in others. I'm a little put off by Lipos so would like 18650 options. However I'm open to whatever if I can be educated on safety of Lipos.
