Athens man, 46, admits to fraud

ALBANY — An Athens man admitted Monday to illegally pocketing $54,285 in Social Security benefits before a federal judge in Albany.

Richard J. Goddeau, 46, pleaded guilty before Chief United State District Judge Gary L. Sharpe to one count of Social Security fraud and one count of theft of government property.


Goddeau faces up to five years in prison on the Social Security fraud count, with another 10 years for the theft of government property, and fines of as much as $250,000 on both counts. He is additionally required to pay $54,285 in restitution to acting Commissioner of Social Security Carolyn Colvin, as part of his plea agreement.

In his guilty plea, Goddeau confessed he made false statements to Social Security Administration personnel to unlawfully collect Social Security Supplemental Security Income, or SSI, benefits.

“On Feb. 12, 2010, (Goddeau) spoke with investigators at his residence in Athens, New York, and stated that he had lied to (Social Security Administration) personnel during his recent continuing eligibility review because he did not want his SSI payments to stop,” according to U.S. Attorney Richard Hartunian.

Goddeau continued operating his small business, Global Software and Computer Solutions Ctr. Inc., through at least October 2009, after lying about quitting in December 2008.

His Facebook account also identifies him as the current owner, founder and president of Catskill Mountain Vapor Store Inc., since October 2011. Catskill Mountain Vapor Store Inc. is not a registered corporation with the state Department of State.

Goddeau also lied about living alone and paying a $120 weekly rent, on 24 Market St. in Athens, since March 31, 2005. Three years earlier, Goddeau had married his wife, Jacqueline, and moved into her Athens home.

Goddeau, who is blind, applied for and began getting SSI benefits in or about the 1970s, according to Hartunian.

Program eligibility rules require SSI beneficiaries to notify the Social Security Administration of any changes in living arrangements, which Goddeau confessed “he did not do so.”

“In addition, on April 4, 2005, the defendant’s wife purchased a second home for use as a rental property,” according to Hartunian. “From that date forward, the defendant and his wife’s combined resources rendered the defendant ineligible for SSI benefits, but the defendant did not notify (the Social Security Administration).”

Between April 2005 and February 2010, Goddeau collected a total of $54,285 in monthly SSI benefits payments. He received $1,785, of the $54,285, after the SSI continuing eligibility review, on Nov. 2, 2009, that triggered the investigation.

Goddeau is scheduled to be sentenced in Albany on Dec. 2.

Being a 100% Service Connected Disabled Veteran who collects both VA disability and SSDI.....that twunt needs the book thrown at him!!!! It takes on the average, 5+ years for a deserving disabled person to become approved and receive SSDI benefits.....and arses like him just serve to clog the system and cause hardships for those more deserving. True, he is disabled, but also a liar and a cheat.

Obviously Goddeau didn't know that getting married cures you of ANY physical limitations one might have.............
I sure hope my Vietnam era disabled husband gets cured right quick

Unfortunately this type of fraud is widespread , if they investigated more people their would be shocking amounts of this type of crap discovered.

Yea.. this is the sad part... one guy gets caught.. the other millions still scam away.. this doesn't mean anything in the end
