I thought it was the other way around. I always thought that to justify interfering with individual rights and freedom as well as business owners' autonomy, we had to demonstrate that there was a substantial public health hazard.

Even then, it's not justifiable, because no one is forced to patronize a business establishment that allows smoking. Present your evidence and then let people decide for themselves if they're willing to take the risk of exposure.
