My first-ever ecigs were disposables from White Cloud. Remember their mall kiosks where they gave away samples? I didn't smoke menthol cigs, but I did like their Menthol flavor. They're mild, cool menthol with very little tobacco flavor, fresh, sweet, minty-menthol-eucalyptus. This recipe is a very good match. Use 50% or more PG for the best match, and let it sit a few days for the mints (especially eucalyptus) to mellow.

2.5% FA Burley
1.5% Flavor West Extreme Ice
1% FA Spearmint
0.5% Inawera Eucalyptus-Mint
0.5% FA Vanilla Classic (OR 0.5% FA Cuban Supreme if you want to clearly taste tobacco)

SHAKE those minty flavors before you measure! They all settle over time. Careful measuring the Inawera; better to measure out too little than too much.

If you've vaped FA Burley, this probably looks like a strong tobacco flavor - I promise it's not. Use Vanilla Classic for the best flavor match - or sub the Cuban Supreme to add definite tobacco flavor.

If you want brain-numbing menthol, this isn't it. If you want a mild, sweet, breath-mint-like menthol, it's a good one. White Cloud is still around & you can find lots of reviews of their flavor at their website.

I was really surprised by the flavor of Burley in this recipe (not as I would have predicted), so I won't even guess how a sub would taste. You want me to make a little batch & give you my opinion?

I'm making up a small batch now, we can compare notes.
(obviously with no steep whatsoever) I'm vaping it with 7 Leaves in place of Burley - same percentage, and used Vanilla Classic. There's a richness Burley adds to the exhale that I miss with this. Instead I taste anise-like sweetness and hay-like (Virginia? I guess) at that same end-of-the-exhale. It may change after it it sits some; eucalyptus really is prominent when it's fresh like this. That's my first impression. I'm tempted to add Cuban Supreme for more overall flavor, but I'll hold off.

I can taste virginia, bright virginia tobacco in it. Didn't get the anise like sweetness, seems to be missing a bit of the "middle" which Burley might fill. I'll dig up some burley and give it a shot in a new batch and let it steep. It might be interesting to add both and see what flavor combos come out of it.
